Cat A vs Cat B Fit-Out: What's the Difference?
— Fit-Out —
Cat A and Cat B are two of the most common terms in commercial fit-out — here's what each one actually covers, and how they work together.

Cat A vs Cat B Fit-Out: What's the Difference?
If you've started researching office or retail fit-outs in Dubai, you've likely come across the terms "Cat A" and "Cat B." They're standard industry terms, but they can be confusing if you're not familiar with commercial leasing and construction — so here's a straightforward breakdown of what each one means.
What Is a Cat A Fit-Out?
Cat A (Category A) refers to the base level of finish a landlord typically provides to a tenant before they move in. It's more finished than a bare shell, but not yet ready for day-to-day use.
A typical Cat A fit-out includes:
- Raised access flooring
- Suspended ceilings
- Basic mechanical and electrical systems (lighting, power distribution, HVAC)
- Finished internal wall surfaces, ready for paint or further finishing
- Fire protection and life safety systems Essentially, Cat A gets the space to a functional, presentable baseline — but without any layout specific to how the tenant will actually use it.
What Is a Cat B Fit-Out?
Cat B (Category B) is the next stage — the fit-out that transforms a Cat A space into a fully functional, branded, move-in-ready environment tailored to the tenant's specific needs.
A Cat B fit-out typically includes:
- Partitioning for offices, meeting rooms, and workstations
- Flooring finishes (carpet tiles, vinyl, etc.) over the Cat A base
- Furniture, fixtures, and equipment
- Branding elements — signage, colors, feature walls
- Additional MEP work tailored to the specific layout (extra power points, task lighting, etc.)
- Kitchenettes, breakout areas, and other functional spaces This is the stage where a space actually starts to feel like it belongs to a specific company or use case, rather than a generic shell.
Think of Cat A as the "canvas" and Cat B as everything painted onto it — the layout, the branding, and the day-to-day functionality.
Why the Distinction Matters
Understanding where a space sits between Cat A and Cat B matters for a few practical reasons:
- Budgeting — Cat B work is usually the tenant's responsibility and cost, separate from what the landlord provides, so knowing what's already in place affects your total project budget
- Timeline — a space that's already at Cat A standard will move to occupancy faster than one starting from a completely bare shell
- Lease negotiations — some landlords offer a "Cat A plus" allowance, which can shift part of the Cat B cost back onto the landlord, so it's worth confirming exactly what condition the space will be handed over in
Do You Need Both?
If you're moving into a newly leased commercial space in Dubai, you'll almost always need a Cat B fit-out at minimum, since Cat A alone isn't functional for daily operations. Whether you also need Cat A work done depends entirely on the condition the space is handed over in by the landlord — some units come pre-finished to Cat A standard, while others are handed over as a bare shell, requiring both stages.
At AXOVA Decoration, we handle both Cat A and Cat B fit-out work under one roof, along with the MEP and HVAC systems that tie the two stages together. That means whether your space needs a base-level finish, a full branded fit-out, or both, our team manages the process from a single point of contact — with fewer handoffs, and a space that's genuinely ready to work in by the time we hand over the keys.
